If you want to right-click to open a VASSAL game file in one subdirectory with VASSAL 3.7.16, VASL 6.7.1-beta4, and a certain set of extensions, and open those in a different subdirectory with VASSAL 3.7.13, VASL 6.6.10, and a different set of extensions, VASSAL Launcher will do that for you. VASSAL Launcher also lets you switch between different preferences and sets of extensions with just three mouse clicks (click on Make Default, then double-click on the configuration to use).
VASSAL Launcher (VL for short) lets you maintain configurations for multiple versions of VASSAL and module preferences. You can launch different configurations from a user interface, or with Windows “Open With” functionality (or the Linux/Mac equivalent). If you want to play games that require different versions of VASSAL, or play games with different preferences or extensions, VL will make that easy. If you only use the latest version of VASSAL, only one version of each module, and never change preferences, you do not need VL.
On the other hand, if you're testing module VASL 6.7.1-beta4 with one opponent, playing another with module VASL 6.6.10, playing a third with module VASL 6.6.10 but with a different set of extensions, and playing a solitaire game's module that only works well under an old version of VASSAL, VL will greatly simplify your life!

Uninstall.py - a program to remove all the VASSALlauncher files from
your appdata\roaming\VASSAL\prefs directory. This resets
VASSALlauncher to its "freshy-installed" state. To remove all
traces of VASSALlauncher, you will have to also delete the
VASSALlauncher files from wherever you unpacked them yourself.
Sample_vl.bat - a sample batch file to use with Windows' "Open With" feature.
Change the paths to where you installed Python, and where you unpacked
this .zip file.
To install, just unpack the .zip file into a directory. There's no
installation program or process.
To install Python, go to https://www.python.org/, download, and install
Python.
