Early War NKVD

Digging through scenarios all I am finding is NKVD being 6-2-8's but almost all are mid-late war. Would those who design stuff still use the same counters for the NKVD border detachments in service in June '41? I did find at least one older scenario that used 3-5-8's though, but just one. Thought/recommendations?

ASL Scenario WO21 set in 1941 uses 4-2-6 squads to represent a local NKVD garrison. You could also use some 5-2-7s if you had reasons to believe they had automatic weapons.

New NKVD's Counters coming out with TotR. Don't know the values though.
